Cameron’s resigned because he refuses to lead a sovereign nation.
They are also pissed because they see the inevitability of it all. Their jobs will be gone. Their power will be gone. They have a lot to lose.

EXACTLY! Now they have to face the dire prospect of finding a real job that expects them to be productive workers instead of pampered talkers.

So right off the bat, Cameron sets up a 3 month delay on getting started on the formalities. You watch, there will be a "redo," and all other form of delay and obstruction to implementation of exit. "Playing dumb."
Once more a free Britain facing a continent-wide tyranny across the English Channel.
My take: rather that moderate their policies to entice Britain to stay, they are looking to lop off the arm and cauterize before there is a stampede. Get ‘em out and lock the others in ASAP before others take their cue from Britain.

One should probably tell these people who are trying to spin this up, that an unbalanced rotating mass quickly begins to destroy itself through centrifugal force, ripping out its bearings and flying off in random directions.
What tenuous balance the EU may have had has been destroyed by importation of MILLIONS of refugees, few if any of whom had any intention of integrating with the existing society to which they had fled.
Economies which depend on command-and-control rarely last very long, as the controls end up not getting the right commands, and the disarray of the market soon becomes unfixable. Add to this some wrong-headed notions about “fairness”, and soon enough internal factions are at each others’ throats, with ensuing chaos.
Some 95% of the human woe in this world is self-induced.

Actually, I thought Cameron acted honorably by promising to resign by October, allowing a PM more representative of the will of Britain’s people to do the honors.
The rest of them, no doubt, ARE a bunch of whiners.
But, but...these EUroweenies told us those little electric teapots the Brits use cause global warming. Shouldn’t they be trying to slow down UK’s exit to save the planet?
On a related subject, think about Trump’s promise to reorganize NATO and force EU members to pay their share of the costs. Are the EUroweenies worried that without UK, it will be harder for them to hide their intransigent efforts to duck out on the costs?

I heard a few liberals proclaim “temper tantrums” by the Brits for voting to leave. Seems the libs are the childish temper tantrum types.
I think the “rules” are that the EU is supposed to try and talk them out of leaving. So there might be more behind the scenes than we think.
