I am having trouble comprehending this story. I would expect it in the Middle East...but Australia???

Australia, no surprise, takes a lot of the traditions from its Mother Country of Great Britain, and the time frames of the 18-1900s. If you read about that timeframe in the schools of Britain, you will find a LOT of student abuse (by modern standards). Class distinctions allowed those identifying with the higher levels of society to get away with some very bad behavior.

Even today, you get revelations of BBC (State TV/Radio) having stars abusing kids in very recent times. Some of those people immigrated and other native-born Australians will take advantage of these 'traditions' and this is the results.

HOWEVER, don't be too sanguine for our country, as there are many similar instances here. While we may be less officially accommodating, local cover-ups are 'probably' more frequent than we would like to think!

CS Lewis discussed this pretty extensively in his autobiography Surprised by Joy. There was a whole underground social system built around pederasty in the public school he attended circa 1912-1915. The boys who were habitual victims were "tarts" and the dominant boys had their own harem-style strings of them. This was during the first world war and the class ahead of his was nearly wiped out on the Somme. He mentions reading about a popular boy from the class just before his being KIA and adds, "I knew one his tarts."
