Well that sounds like they are using their record of your searches to customize what you get.
Part of their algorithm is work your own previous queries into the mix. So, for a fair test, you need a clean browser.
I think Google is telling the truth. I just tried "brock turner" using a spare browser. Google's suggestions are devoid of negative information about the guy. However's Bing's suggestions instantly reveal that he is a defendant in a criminal case. Google reveals he is a swimmer. Bing tells us he's on trial. That is consistent with what Google is saying.
