The Upstate economy, people, and infrastructure has been too long ignored by Albany.
The most recent "State of the State" given by Cuomo was, for the first time ever , given in NYC , rather than where it has historically been held in Albany.
Upstate is only recently become aware of how much they have been ignored and held back by the attention given to NYC.
The "Three Men in a Room" decisions has resulted in two convictions; we are still awaiting the third one !!

Liberals are often so predictable.
Like conservative parts of counties/cities get the left over $’s for road repair and any other benefits in spite of some of the highest taxes plowed into the general fund.
