I wonder about something like the biker guards that keep the Westburros (the “God hates fags ergo God hates veterans too” crowd) from getting too near to veteran funerals.

That is one of the purposes of the militia that predates professional police departments. And since the police won’t intervene to stop the violence...

Are you talking about National Guard? Only if the Governor of the state calls them in. If you are talking about unsanctioned militia groups, then no.
