It would be great to maximize their paranoia and in-fighting with false leads and trails of evidence that make them think there are even more traitors in their ranks. Get them to kill each other, do the job for us.....

Have communications that implicates their leadership. 0bama supports ISIS so bational collection could help get the bad ISIS guys killed by their own.

We could use a modern day Meinertzhagen. He now has a reputation of being a B/S artist, but I believe these two tales are true.

During the fighting in Africa in WWI, the Germans had a very effective Arab spy - gave the Brits fits (no pun intended). Meinertzhagen, an intelligence officer, faked a letter from the Brits thanking that Arab for his excellent undercover work. He made sure the Germans intercepted it, and they obligingly shot the guy as a double agent.

In the battle of Gaza, he created a haversack stained with horse blood and filled it with everything an officer would possess - fake plans, codes, and personal items. Even fake letters from a fictional wife, sandwiches, and an expensive (but worn) watch. (Shades of "The Man Who Never Was").

Meinertzhagen made sure he was spotted by an enemy patrol, faked getting wounded (verified by those bloodstains), and in his "haste" to flee, left the haversack behind. The Turks fell for it and lost the battle.
