The real story here is not Rhodes. It’s his boss.

The Comrade in Chief protects his traitors in kind because if he let’s them go without getting them another lucrative job, they might be willing to talk if given congressional or court immunity.
Also, as long as they work for him, he can claim some kind of executive privilege over their talking to Congress.
Some will never talk out of ideological loyalty to the Commissar. Others are just insane toadies.
Only when someone brings serious criminal charges against them will one or two crack and spill the red beans of treason. But don’t hold you breath waiting for that to happen.
Just look at how Lois Lerner (IRS) and Kosiken of IRS have thumbed their noses at Congress for years. The same for Hillary and his toadies over Benghazi.
If we had a Congress with just one collective ball, these bastards would have been sent to jail for contempt of congress.
Another problem is the thoroughly corrupt at the top DOJ won’t bring criminal charges. It’s a black, loyal to the death to Obama the Fearless Leader, thing, you know.
Never in American history have we had such as thoroughly corrupt Administration and in so many different Departments and Agencies.
Nor has there been so high a level of incompetency at those executive levels (TSA, DHS, HHS, DOD, DOJ, DOE, DOI, Agriculture, EPA, Park Service/Forest Service, etc).
I’ve been around Washington (including some govt service of various types) for almost 40 years, and what I see now, besides making me want to puke and to set up firing squads for traitors, makes the Jimmy Carter Administration seem like a flaming success despite Iran and Nicaragua and the Soviet Union.
We have once last chance to save our country this November. After that, to quote Bill Paxton in “Aliens”, “it’s game over”!
Because Ben would probably really start talking if he were fired. And being a writer, he'd probably write a book revealing as much as the law would allow.
Why would he fire Rhodes? He’s doing exactly what he wants.

Obama should have been impeached years ago. Hillary and Bill should be in jail. Biden should be selling ice cream somewhere. I could go on but I guess people get the kind of government they deserve.
