The South Carolina legislature has banned abortion after 19 weeks. The Associated Press reports that the State House voted 72-29 in favor of the ban, while the Senate agreed to a compromise back in March. Pro-abortion lawmakers still disagree with the law, but conceded that the current bill thats expected to be signed into law by Gov. Nikki Haley is the best they could get:
The South Carolina Legislature passed a bill Tuesday prohibiting abortion after 19 weeks, becoming the 17th state to pass the restrictive ban.
The legislation will now head to Gov. Nikki Haley's desk. The Republican said in March she will almost certainly sign it, but wants to look at the details once it reaches her desk.
Similar laws are in effect in 12 states. They've been blocked by court challenges in three others, and the U.S. Supreme Court has yet to rule on the ban's constitutionality. A South Dakota law signed in March takes effect this summer.
In Utah, a related law, also signed in March, requires doctors to provide anesthesia to a fetus at least 20 weeks in the womb.

The ban allows exceptions only if the mother's life is in jeopardy or a doctor determines the fetus can't survive outside the womb. The measure's limited definition of "fetal anomaly" means it would be illegal to abort a fetus with a severe disability if the child could live.
Such anomalies are generally detected around 20 weeks.
That "fetal anomaly" exception was crucial for the bill clearing the Senate, where Democrats had blocked the legislation for years.
Sen. Brad Hutto, a leading opponent, still believes it should be the woman's choice. But he called the compromise he's worked on since last year "the best we can get." As it initially passed the House, the bill gave an exception only for the mother's life.

Consider this: A black man and a white woman have sex one night and fertilization occurs. The next day the man is killed in an auto accident on his way to work. Nine months later, a child is born. It looks black and DNA confirms the child is the product of the man and woman mentioned. How does that happen if it's just a "tissue blob" at 19 weeks? It can't. It's a separate human being from the point of fertilization.
Also consider that the point at which a baby can survive premature birth is not a measure of when human life begins but a measure of medical technology, which varies greatly from place to place on the earth.
Why introduce race in your example
SC might just be a decent place to live! Get rid of the child-murderers and riffraff!

The only thing it all boils down to is this : They want to kill a baby.
They don’t NEED to kill a baby. They want to. They wake up one morning and decide to kill a baby.
Dust the sugar off of it and that’s all that’s left.
... Furthermore the idea that people try to “make the deadline” and “Hope we can get this done before 19 weeks is up” means they are so hungry to kill a baby that they race to the event.
I had a friend like this in high school. She wanted to borrow money to fly to Kansas and get an abortion. She wanted that baby dead so badly that she would have to darted to another state to have it done. Like it was a race that she had to win. She HAD to get her murder in, whatever the cost.
I had another friend who aborted a baby because she planned a trip to Germany. She killed a baby so she wouldn’t be a few weeks pregnant for the week that she was in Germany. Didn’t want a “mass of cells” ruining her vacation.
Yeah, that’s pure evil.
The Constitutionality of this law will be determined by the People this November.
Who among us would ever have imagined that selling parts from the unborn would be a billion dollar business promoted by a world that pretends to be civilized? Can a liberal be called a human?
A human being would never do that, so no.
My wife’s water broke at 15 weeks. She was on bed rest for four months. That first night, I saw my little Bear’s face on the unltrasound. It is the same face she has today, two years later.
She was not a blob of tissue, anymore than I am.
Awesome... This is also the stage where parents get to see ultrasound pics of the gender if those decide.
The baby murderer’s position on this subject has always been, “It’s a baby when I want it, it’s not a baby when I don’t.”
I never had an ultra sound for my children. It wasn’t available in the 60s and 1970 when they were born, but I always knew what gender they would be, because there are certain signs for it.
