There is no reversal here. His position was he wanted to pause the unchecked influx of Muslims until we can get a handle on who is likely to be a terrorist. He wanted us to only allow Muslims into our country where we can be reasonably sure they are not terrorists. I think that its reasonably clear this London Mayor, although maybe a whacky labour party leftist, is not a terrorist. Thus no reversal. The idea that he wanted an absolute ban on all Muslims forever in all cases was a misunderstanding that his critics seemed to have adopted.
As to him saying the stuff about him being thrilled and hopes he does a great job, one needs to understand that Trump is not endorsing the guy's funky leftwing beliefs, but being gracious and diplomatic with room to come after the guy later if he finds that he does not do a "great job". If he came after the mayor fresh off his election because of a differing ideology, it would make Trump look petty and unreasonable. Trump is a smart guy and knows how to persuade people and negotiate and position himself.
