How little, low, and petty is it required to go?
It would make more sense all ways around for rest facilities to have individual privacy measures no matter what is in the pants or skirt. The social consensus that used to exist that made our old men/women rooms possible (themselves not much over 100 years old) is being lost and the bathroom laws will not bring it back. Gospel COULD bring it back, however.
Something general that leads states to experiment.
