I find this difficult to believe. My last two employers had programs that spotted illicit activities. Just knowing such programs were out there would stop most of this activity. HR would handle the rest.
Government computers are likely much more restrictive on what they can do and where they can access.
There are different levels of control.
Surveillance is ultimately checked by human beings. If a human investigator doesn't get interested, nothing will be done.
Remember that vast numbers of Obama appointees and hires have been sprinkled through every part of the government.

Tool to keep the nerds on the reservation. Hire someone with a known predilection for this stuff, allow them enough leeway that they drop themselves in the muck, “discover” they have the stuff, hold over their heads to prevent whistleblowing. They have profiles they know what makes these guys tick. Sure bet they are a safe asset.

I have a co-worker who has netflix shows running all day every day when between taking calls at the Help desk we work in. If every one was allowed to do this the amount of bandwidth needed would be huge!
Now at the NSA they must be ok with child porn. As others have suggested it is the child predators who are at the top just like in the White House. There was a reason that in the past the gov’t agencies would not hire gay people.
