This sounds to me as if the ten tries and erase function on this iPhone was not turned on. Otherwise there would have been no way for Apple's technician to access the iPhone 5S in 2014 even with iOS 7 running on it. It is an optional setting on iOS 7, so most likely all the tech had to do was keep trying passcodes until one worked.

Later, when they wanted to get back in zgzin, the iPhone battery had died, the same system had to be done again, but Apple would no longer cooperate as they had in 2014.

The LA Times claims the LA police has hacked into an iPhone 5S which had apparently been already unlocked by Apple under a Search Warrant in 2014. It seems the iPhone 5S most likely did not have the ten tries and erase function turned on, other wise such an unlocking would not have been possible even for Apple. It was an unlocking, because the data was retrieved and that cannot be done without the passcode.

The article states that the second unlocking involved the victim's own "Apple iPhone" expert. . . which to me implies the person who probably set the iPhone up for the victim in the first place. . . who likely knows the passcode or using the the victim's AppleID, and merely unlocked the iPhone rather than "hacking" it. — PING!

from another article on the unlocking:

"However, the iPhone 5S used by the victim has been in police possession since before iOS 8 — with stronger encryption enabled by default — was released. This means the device in question was running iOS 7, which did not ship with strong, system-wide encryption enabled and left many portions of the system open to recovery. As a result, it's likely that the phone was not protected by anything more substantial than the passcode lock."

It means that it was also very likely the passcode limitations were also not enabled.

Clearly Apple is going to use its random wheel of moral outrage to make life and death decisions for others.
