We’ve long known of the persistent and troublesome academic gap between white students and their black and Hispanic peers in public schools.
We’ve long understood the primary reason, too: A higher proportion of black and Hispanic children come from poor families. A new analysis of reading and math test score data from across the country confirms just how much socioeconomic conditions matter.
Children in the school districts with the highest concentrations of poverty score an average of more than four grade levels below children in the richest districts.
Even more sobering, the analysis shows that the largest gaps between white children and their minority classmates emerge in some of the wealthiest communities, such as Berkeley, Calif.; Chapel Hill, N.C.; and Evanston, Ill. The study, by Sean F. Reardon, Demetra Kalogrides and Kenneth Shores of Stanford, also reveals large academic gaps in places like Atlanta and Menlo Park, Calif., which have high levels of segregation in the public schools.
Why racial achievement gaps were so pronounced in affluent school districts is a puzzling question raised by the data. Part of the answer might be that in such communities, students and parents from wealthier families are constantly competing for ever more academic success. As parents hire tutors, enroll their children in robotics classes and push them to solve obscure math theorems, those children keep pulling away from those who can’t afford the enrichment.
“Our high-end students who are coming in are scoring off the charts,” said Jeff Nash, executive director of community relations for the Chapel Hill-Carrboro City Schools.
The school system is near the flagship campus of the University of North Carolina, and 30 percent of students in the schools qualify for free and reduced-price lunch, below the national average.

If your folks were intelligent, successful in school themselves, they probably have higher incomes, and just maybe, live in more affluent neighborhoods....
Attending school for a given period of time is a small part of the picture, IQ and motivation to achieve are more significant factors....
Cultures which do not emphasize education and do nothing to help their children learn positive skills and habits outside of the formal school experience see high dropout rates and terrible performance while still in school....

Funny how all those poor Vietnamese who went to my home state in the 70s have succeeded. Not all of them, but darned close.
And, in the same area, certain folks who could have been sons and daughters of the Cretin-in-Charge are still where their parents were, and their many many children from many many women will suffer the same fate.

if you're going to do testing of kids who live right close to a major university guess what...you're going to have a high percentage of kids from somewhat smart people from somewhat stable homes and a lot of them are going to be children of Asians or jews..

For the last 50 years the achievement gap between black and white has been trotted out annually. It is used to justify more funding to fix it. It never gets fixed, but the education business enjoys an excuse for increases in funding in spite of a failure to perform. The racial strife business enjoys justification to whine for more money.
The Bell Curve explained a difference in IQ between racial and ethnic groups. That is part of the explanation. Another key part is culture. There are plenty of capable black children who miss the opportunity to excel because it conflicts with cultural "norms". The peer pressure to "fit in" outweighs the desire to succeed. Those individuals would profit by movement to a more supportive environment. The bad news is there is a large number who aren't capable intellectually of academic success and they are quite content to blend into the culture norms. Force them into a classroom and the "culture" acts out in violence and defiance as a cover for inability to perform academically.
I noticed the same with the Russians....they may be housekeppers but their kids learn a good trade or go to college....
Apples and oranges. Money has nothing to do with getting up on time and getting yourself on the bus. Money has nothing to do with behaving yourself in class so you can pay attention to the teacher. Money has nothing to do with doing your homework and turning it in the next morning.

LACK OF SELF CONTROL
LACK OF EFFORT
TEACHER’S UNIONS THAT JUST ADVANCE KIDS TO THE NEXT GRADE WITHOUT MERIT
neither geography nor money will solve the problem
IT IS UP TO THE PARENTS...... who in most cases are failures
