The gun-control proposals that Mayor Mitch Landrieu will publicly announce on Friday (April 22) include restrictions on who can carry guns, as well as the places and manner in which guns can be carried. The measures would also outlaw guns without serial numbers and require gun-theft victims to notify police within 48 hours, according to a draft ordinance.

They don’t have any “gun control” measures written in as part of the city ordinances now? What have these people been DOING, that they got to play catch-up with Chicago or Baltimore?
Brilliant idea, Mitch, I’m sure all the murderous bruvas there will obey the sh*t out of your measures like they obey every other law.
If the law proposes to make removing serial numbers from marked firearms illegal, I do not have an issue with that. If it outlaws firearms that have never been marked, I do have a problem.
If the law proposes that the 48 hour window starts when the gun theft is noticed, I again do not have an issue. If it is the usual "time from the theft", the mayor should be placed in public stocks at a busy intersection (with bushels of rotten veggies available for free), or the middle of the delta itself - I'm fine with either.

§95.7. Possession of or dealing in firearms with obliterated numbers or marks
A. No person shall intentionally receive, possess, carry, conceal, buy, sell, or transport any firearm from which the serial number or mark of identification has been obliterated.
B. This Section shall not apply to any firearm which is an antique or war relic and is inoperable or for which ammunition is no longer manufactured in the United States and is not readily available in the ordinary channels of commercial trade, or which was originally manufactured without such a number.
C. Whoever violates the provisions of this Section shall be fined not more than one thousand dollars and imprisoned as follows:
(1) For a first offense, the penalty shall be imprisonment, with or without hard labor, for not less than one year nor more than five years.
(2) For a second or subsequent offense, the penalty shall be imprisonment, with or without hard labor, for not less than two years nor more than ten years.

I thought that the NOPD stole (uh, I mean confiscated) all of the guns from citizen in NO after katrina hit.

The mayor’s proposal is at best redundant, and at worst an unhinged attack on unmarked weapons (which I believe are all antiques and/or relics - if I understand regulations about manufacturing weapons correctly).

There are *many* pre-'68 firearms which would become technically illegal under this ordinance. If they mean *obliterated* serial numbers, they should damned well phrase it that way.

IIRC, New Orleans previously tried restricting issuance of concealed handgun permits - and was slapped down by the state supreme court.
Louisiana passed a very strong right to keep and bear arms amendment to its Constitution in 2014.
These laws are likely to be in contradiction to the amendment. But, the Louisiana Supreme Court does not appear willing to uphold the State Constitution, as amended.
Louisiana also has a strong preemption ordinance passed in 1985.

The Amendment was passed in 2012, not 2014.
