Yes. It is.

However, you are wrong about the 19 trillion. It is at least 21 trillion and climbing fast even at insanely low interest rates. It is unsustainable and the only reason it is not absolutely disastrous to the US is that the condition it entails is shared across the globe and is relative. Relatively speaking we are still the strongest and most stable economy with critical mass.

A couple mil per mile is probably not too far out of line if it is a fairly large diameter pipeline (say 24 inch or larger). It will no doubt have to be buried fairly deep too.

The Romans built aqueducts. Their army was also their engineering corps. You need infrastructure? Roads? Bridges? Aquducts? Send out the army and they’ll just do the work.

Give the water line contract to a petroleum products pipeline company. Those guys lay pipe at the rate of miles per day -- and, they have zero tolerance for anything but perfect welding.

Thought the same thing. They also do a bang-up job with pumping stations.

On the other hand, that whole base could probably be well supplied with only about an 8 to 12” line. Plastic would do for most of it. A couple of surge tanks along the way could reduce the pressure needs on the pipe.

If the mission were just to get clean water to the base I’d take the contract for $25mil and pocket a lot of profit. A lot of people will feed off of this contract for years though and bleed it white.
