This implies people following the rules. It was the establishment heads running the system in Colorado disenfranchising Trump supporters, and even refusing to allow Trump delegates to even have a fair chance. It's like going to the Casino with the House having all the advantages, but an even bigger advantage being that they are deliberately stealing your good cards as soon as you put down a hand.
