Considering the loss of many coal fired power plants in the last three years I would say your question is valid, but it doesn’t seem to be part of the equation.
Maybe when the grid begins to exhibit some instability?

They tried to do it legally, and it failed. So now they think that can just do it anyway. (”it” = remove the dams). I expect that there may be legal challenges that will delay this past 2020.
