there should be no benefits, period. Whether you work or not. Zero. Get a job, let your family take care of you or your church. Otherwise, die in the streets. The whole entitlement mentality would end in one generation.

Either churches would revive or people would be dying in heaps in the streets while shame would be on the churches.
A major trouble with doing this kind of thing through government is that it artificially sanitizes the situation as well as costing more than it ought to and glorifying an entrenched level of bureaucracy.
