I read in another article that the police union reached an "agreement" with the ACLU to stop that
racesss practice of "stop and frisk".
So at least there's no hateful discrimination happening.

This is a clear “Ferguson” effect. Tell the police you do not support them, and they pull back. When they pull back, the rule of law recedes, and tribal warfare (known as gangs) take over.
Everyone knows this is what happens, but President Obama is either in denial, or wants it to happen.
Partly it is the Chaos that Chicago politics has become with an “Organizer in Chief” who openly pushes for partisan tribalism, in the top slot.
