Nice headline, the likelihood of it happening is zero. Lack of prosecution, even basic law enforcement, of the actions of his groups is a bigger issue.

I think so , since he is funding and supporting various organizations whose intent is to create chaos and civil disruption ,
but , officially , these organizations deny their intent to commit physical violence ,or criminal actions. Their defense is :"Crap happens ..."
However, his intent currently coincides with the agenda of the certain members of the current administration ;
civil and/or criminal prosecution would require the cooperation of the Dept. of Justice , and right now that isn't very likely.
