Transvestite is a dude in a dress without the proper equipment underneath to warrant wearing it. Transgender is a dude in a dress who has the proper equipment underneath that was done surgically to warrant wearing it.
Regardless of how the person "identifies", there is no former or present. A man is not a woman just because he claims to be, and a woman in only a woman if she has two X chromosomes regardless of what surgical mutilation might have occurred. Typically, the term "transgender woman" means a dude who is pretending to be a woman -- regardless of how much the dude has financially and physically invested into the pretense. A dude with fake breasts and a surgically removed penis is still a dude -- just one that doesn't have a penis anymore.
