It sounds to me like the rules will be confusing and arbitrarily applied. If that is the case, it amounts to a business tax, because settlements will become the rule of the day. Look at the way the government has handled banks over the past eight years. No bad actors have been singled out individually, but huge fines have flowed into the government treasury.
