Actually, the Constitutional basis in in the Preamble:

We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America. [emphasis added]
Now, to me, that is just a mission statement and the specific authority to enact legislation must come from the Articles themselves. But you will likely find many Supreme Court Opinions citing the Preamble starting in the 60's. The overstretched Commerce Clause probably also enters into the "justification."

I believe JFK got that ball rolling and Lyndon "Great Society" Johnson put it on steroids. The 60's saw welfare pulled from the local level to the State funded by the Feds. And it kept growing, and growing, and growing ...

I was too young to understand "Impeach Earl Warren" but I see it now.

Please don;t consider this post supporting the practice, I am just answering the question.

Everyone is posting about use of the cards, etc. But the bigger story is that this was in a legislature that has 63 dems, 1 independent and 11 reps. Their Senate has 33 dems, 1 ind and 5 reps.

The bill was sponsored by dems!

This is not the first time the RI legislature has passed conservative measure.

We can’t get stuff like this passed in Maine. We are working on a citizens initiative to get around the legislature.

“EBT=corporate welfare”

A proposal to build a rent-subsidized low-income housing project was floated recently in the tiny town where I live. The city council thought it would be a good idea to encourage more unemployed folks to move **into**a town where there aren’t enough jobs for the existing population.
The biggest booster of the plan was the one and only supermarket, because of the hoped-for spike in food stamp revenues.

Yep. Home based snack shops often serve a dual purpose in the hood. In addition to turning food stamps into cash by selling the food, the constant in-and-out traffic disguises the drug trafficking that is the real moneymaker.
Mama gets a soda and chips for lil Trey while she pick up her rocks and a couple of blunts. One stop shopping.
Profits from the store are reinvested in more wholesale product.
To grow the bidness, yo. How else you ‘spect to make payments on the Escalade?

Yeah, plenty of hardened psychopath convicts bounce from one EBT welfare queen to the next, maintaining an off-the-grid lifestyle thanks to Section 8 rentals.

The cockroaches milk the system and most of them never even had real employment, by the time they're 3 strikes or pushing up daisies...

Great Society that LBJ started there, but once again nothing lasts forevah!
