A small minority of beneficiaries abuse their cash benefits. They should be sanctioned.
That’s no reason though to treat all poor people like criminals.
Most people behave responsibly and the misdeeds of the miscreant few isn’t a reflection upon them.
That’s a good point; it’s reparations for some (though in fairness, we have plenty of whites & Hispanics in NJ on welfare, too). They all feel entitled, and much of the $15/hour wage debate is because someone working a full-time McJob (remember that word, that curiously disappeared when Otoken was elected?) ends up living in the same misery as those that couldn’t be bothered to work at all. They live in the same housing, share the same schools - the only difference is they are just more tired than the non-working underclass.

These are people who only speak spanish but have an Arizona WIC voucher. They usually have the kids along, one in the cart, two in tow.
One cart I saw had five gallon cans of nacho cheese, at least 10 bags of corn chips and several industrial sized jars of jalepenos. Also several cases of bottled water and sports drinks. All transacted as WIC items.
Another cart had more disposable diapers and wetwipes that I thought a normal household would use in a lifetime. (My wife said that was a lot of diapers but not impossible with a few bambinos around).
The only thing I could figure was that all this was converted to cash somewhere although the parking lot shows ample evidence at least some of the diapers got out of the box.
Not hard, they can go to an atm and take out the cash before they go to the strip club or liquor store. This is just another bill to make politicians look they are doing something but will have minimal impact on anything.
Sure, you can impose tighter checks and penalties on people who offend but people shouldn’t be treated like children.
They should treated as people who handle money and when they don’t handle it responsibly, they pay the price.
People who can’t manage a budget and pay their bills don’t deserve pity.

You can’t buy diapers and such with food stamps. Cash EBT cards can get cash from any bank atm. For that matter you can get cash back at the store, just like an atm. No need to sell diapers in the parking lot.
I would like to see a law that merchants had to report publicly their EBT revenue and profits. That includes WalMart, Target, Burger King, Kitty’s Strip Club, Quick Shop, all of ‘em. They should also include the product categories and percent spent by category.
I believe one reason for the radical expansion of FOOD STAMPS is that it’s good for the donor class. We the People should know how our tax dollars are being spent. And wasted.

THAT looks like a nacho stand opening up for bidness.
They're not making a full-throated case against why the federal government is even involved in this crap to begin with. Instead, they impose "penalties", that only further the stereotype that they're heartless, racist bastards that will be used against them in the election. And then some Republicans will apologize and the program will remain, and then continue to grow.
All welfare and public assistance programs at the federal level should simply be abolished.
How do you think people get double points for gas purchases on a consumer card? Its not like somebody at Discover has a phone book and looks up transaction locations and decides to award the "cash back." Every entity that accepts cards is identified with, in VISA's case, a Merchant Category Code.
These ebt cards have enhanced capabilities over consumer cards, especially in the area of data capture. The MMCs are quite specific and can be blocked by the administrator of the card program. The card is swiped and the processor responds with a decline.
