This bill made it a federal crime to trespass on the White House grounds, and it made other minor changes to an existing law.
This bill amended a previously existing law, which can be read (here) that was also about establishing a crime of being in restricted areas protected by the Secret Service. This bill's only significant change was adding the White House to the list of restricted places.

Why was this subhuman piece of bug filth then only charged with “disorderly conduct and inducing panic”?
Personally I would have charged him with an assassination attempt. If he got a hold of Trumps legs and pulled him off the stage the fall could have killed him.
As long as the candidates are included in section 3056 or within a Presidential Memorandum, and the person hasn’t declined protection.
Good to see a law being passed to address this. That’ll fix the problem.
(Along with that big fence and a few hundred armed Secret Service, Marines, and Federal Police!)
Back in Nov. 5, 2015, there are articles stating that Trump requested Secret Service protection.
If the attacker is given a pass in this case, it opens the door to future similar attacks. Remember the shoe-throwing incidents when Bush was President? The media thought it was a scream because it happened to a Republican. What happens if someday, some vicious person rushes the stage of a female candidate who’s wearing high heels and the stress of the incident, of Secret Service people surrounding her or rushing her to safety, causes her to lose her balance and fall. An older woman could break a hip or knee. Just saying. My point is, treat this as a serious felony attack, terrorist attack, or assassination attempt. Don’t release such a dangerous person on bail, put them away for a long sentence, and treat all such attacks with equal gravity. Don’t blame the victim, that’s truly sick.
the White House used to be referred to as The People’s House and in practice was open to the people. The US Government used to be referred to as The People’s Government thus the halls of the Congress were open to the people. If the US government including the one in the WH honestly worked for THE PEOPLE and did their best for THE PEOPLE of this country and still operated under the rules of the US Constitution and within our laws, I’d say those in DC would have noting to fear from THE PEOPLE. But as it currently is, ................. who knows what the future may bring upon us.

This isn’t a law that’s being passed. It’s law now.
What we’re forgetting is that the Obama administration’s
Justice department doesn’t enforce laws it doesn’t like.
It was passed in response to citizens showing up at Town Hall’s in 2009 and 2010 to voice concerns with their elected representatives over Obamacare and other things.
Remember, Nancy Pelosi and Janet Napolitano said that such protestors (and tea party protestors) were “potential terrorists”.
