It does not sound like that as it is not strident enough. A false flag would involve feigned threats to kill or threats written in feces on the wall - something very dramatic. A sticker is not attention grabbing, so it is really a non-starter for drama queens.
If someone promotes something, free speech gives us the right to counter their proposal.
