That's not the same as

the person most able to help congress pass conservative legislation

A lot of what all candidates say takes congress. So what we really need is a conservative congress and a president that can help them get things done. I can certainly picture Rubio spouting off conservative ideas so the public can hear for 4 or 8 years. I can't see him actually getting anything implemented with the mess that we call congress.

I can see Trump getting congress to move. There will be components to deals that conservatives hate. And components that liberals hate. The balance of congress determines who has more to hate. But EVERYONE will have something they like moved forward. And we have a lot that has to be moved forward in issues where I agree with Trump's priorities (immigration, taxes/regulations, SS, military,...). We've talked about these things for decades with no action and they just keep getting worse.
