In a major victory for gun rights advocates, a federal appeals court on Thursday sided with a broad coalition of gun owners, businesses and organizations that challenged the constitutionality of a Maryland ban on assault weapons and other laws aimed at curbing gun violence.
A three-judge panel of the U.S. Court of Appeals for the 4th Circuit said the state's prohibition on what the court called "the vast majority of semi-automatic rifles commonly kept by several million American citizens" amounted to a violation of their rights under the Constitution.
"In our view, Maryland law implicates the core protection of the Second Amendment -- the right of law-abiding responsible citizens to use arms in defense of hearth and home," Chief Judge William Traxler wrote in the divided ruling.
Provisions that outlaw these firearms, Traxler wrote, "substantially burden this fundamental right."

I don’t think so. The SC ruled in the Heller case that owning and possessing a gun is an individual right. I think that the ruling left the definition of what the characteristics of a gun is up for regulation. The SC has run from the “assault weapon” issue.

I agree. Apparently, driving a car into a crowd is as deadly as anything else. Nobody is looking to ban cars....yet.
However, a repeating rifle is not a very good assault rifle. If it goes, trigger-bang, trigger-bang, trigger-bang, and can’t go trigger-bang,bang,bang,bang,bang,bang,..., then it’s not a military assault rifle.

The whole people were to be the Army; this is true. But the term "well regulated militia" means that this is not an unorganized rabble; it means they get "regular" practice, drill, and preparation. As to what that means in terms of B-1B bombers, I don't know but I suspect the Founders thought that to be an issue for the States to manage.
Interestingly, there was no provision in the Constitution for enforcing States to uphold their responsibilities to provide, train, and supply a fair contribution to the national defense. Moreover, I shudder to think of how 48 competing States might have organized sufficiently to fight WWII, compatible ammo and all. We surely do have a national standing army. So perhaps technical reality might warrant an amendment there.
