They did for McCain, but not so sure Cruz would get it from this Senate.
I'm sure they won't. A senate resolution is meaningless, and a declaratory judgement requires a lawsuit with a plaintiff and a defendant. You need someone with standing to sue.
Besides there is no way Cruz would accept the offer. There's no upside for him.

No court would hear such a case; it would fly in the face of the congress, which holds sole authority on citizenship.
A Senate resolution is irrelevant since it cannot change a constitutional stipulation.
Even a court case would have to be upheld by the Supreme Court to be put to rest finally.
In case you missed it, a Judge in Illinois has declared that documentation proves that Ted Cruz is a citizen of the USA.
