What is the jungle reference about?

From Wikipedia: "As a metaphor, jungle often refers to situations that are unruly or lawless, or where the only law is perceived to be 'survival of the fittest'."

From the internet in reference to hobo jungles: "Pinkerton hit on the elements of what would come to be called 'the jungle'. Not only are the geographical characteristics correct, but his description of a 'society' of outcasts, gathering, eating, and sleeping together is a fine description of the social function of the jungle."

“Calais Jungle”, I believe, was a colloquial reference to the rapugee camp there.
