Carpet bombing is counter-productive and a waste of resources. Especially since we’re not at war with a Nation-state.
Not having inane ROE however, does a world of difference.

Couldn't the rules of engagement in WWII be summed up in the word "win," the rest being up to the generals/admirals?

Like hell it’s counterproductive. Sounds like you may have never seen what B-52s with dumb bombs can do. And it does an intangible. It sends a message,,, a powerful message.
