Simple Understanding:
The phrase plays on the concept of pure conservatism. If you are only partially conservative, you maybe ok with some liberal/moderate views. However, a perfect liberal will not have any conservative notions, thus the enemy of a partial conservative is a perfect liberal.

Sorry forgot to add. The problem with this conundrum, is there is no such thing as a perfect liberal. The phrase also leaves the counter statement, which furthers the problem as there is no such thing as a perfect Conservative.
