What does that title even mean? If that is from the Levin site the guy is a dope (and an old politic hack).

A few months ago Levin and others were accused of being 24/7 for Trump when the topic was immigration and building a wall.
It's the ebb and flow of the campaign season. People go where the energy is. As the candidate field narrows, the energy will intensify around the rest. This is Cruz' week. Last month was Trump. In three weeks after Iowa and New Hampshire, I expect four more to drop out, and momentum will move again.

Levin’s false framing of eligibility requirements:
* These kooks and birthers claim Cruz is not a citizen
* Anybody who is a citizen... a natural... a natural, ...naturalized born citizen is eligible (he confused a caller with his deliberate stammering confounding jumble on Tuesday night)
* The Republican establishment is behind this “attack”. McConnell said they will not pass a resolution as they did for McCain. The Senate resolution is meaningless, Levin surely knows this, yet since they won’t pass a resolution for Cruz it’s the Republicans who are attacking Cruz. This is what Levin said on Tuesday, by Wednesday it was leftists who where attacking Cruz.
As deplorable has his deliberate deceptions are he went further. He then wrapped himself in the flag and said that “birthers” claim foreign-born service members are not citizens. This is not only a lie, it is despicable and divisive.
Levin now claims that eligibility is not justiciable, that it’s a political question. Determining a person’s age and residency requirements is a political question? Of course not. They are both questions of fact and law and within the purview of the Judiciary. But their citizenship status - whoa - that’s a political question. What nonsense. All three tests mandated by Article II are questions of fact and law and are within the Judiciary’s exclusive authority to try cases.
When the contest is joined the referees are taken from the field. Sure they are. That is precisely when they are needed.
Levin is no different than Obama. He uses the same “citizen at birth” lie and he turns people against each other. Levin’s behavior has been absolutely atrocious lately.
Easy, just cite the precedent of previous Presidents born outside the US.

But to your question, yes - Levin just said that if a soldier who is deployed overseas has a baby, that child should be able to become President.
Having said that, I suspect that Levin was thinking of a deployed woman giving birth, not a guy impregnating a local.

Section 5150 is a section of the California Welfare and Institutions Code (WIC) (in particular, the Lanterman–Petris–Short Act or “LPS”) which authorizes a qualified officer or clinician to involuntarily confine a person suspected to have a mental disorder that makes him or her a danger to him- or herself, a danger to others, and/or gravely disabled. A qualified officer, which includes any California peace officer, as well as any specifically designated county clinician, can request the confinement after signing a written declaration. When used as a term, 5150 (pronounced “fifty-one-fifty”) can informally refer to the person being confined or to the declaration itself, or (colloquially) as a verb, as in “I have a possible 5150 here” or “(Someone) was 5150ed”.
