ISIS fighters who fled to the terror group’s Iraqi stronghold of Mosul after being defeated in Ramadi were burned alive in the town square, sources told FoxNews.com, in an unmistakable message to fighters who may soon be defending the northern city from government forces.

“There is no surprise on executing ISIS fighters from Ramadi,” he said. “They did the same to fighters after Tikrit.”

The message being to surrender to gov't forces because whatever abuse they receive from the gov't troops it's not likely to be that bad!

Well I guess that keeps operational planning for ISIS pretty simple:

1. Terrorize and kill the disarmed (take note America) local populace
2. When challenged by actual military forces fight to the death

Yep, that about covers it. Failure to stick to the plan is punnishable by death (see #1).

The message was: the Germans *may* kill you if you advance. We *will* kill you if you don’t advance.

In the early days of the war he supposedly had the families of unsuccessful officers killed to send a message to the rest of the officer corps.
