Reading the entire story and quotes it's clear that what Trump is saying is that the NK leader is a maniac and needs to be taken seriously as a threat to the US because he has nukes AND the testicular fortitude to use them due to how he handled those in his own country who wanted to take him out.

There are many, many positive things to say about Cruz. And I’ve familiar with a good deal of them. And I’ve seen them posted in Pro-Cruz threads right here on FR. And them I’ve seen mindless Trumpsters like you come in and try to trash him using leftist tacics and distortion of policy stances.
