That is sadly true. Most incoming presidents would want to purchase immunity for themselves, and the way to most effectively do that, is to pardon or ignore the crimes of their predecessors. To do otherwise would be to bring a witch hunt onto themselves.
The president most likely to break this cycle would be Trump, as he has no dirty laundry, owes no political favors to anybody, and if anybody tries to trump up charges on him, he has the personal resources to hire half the lawyers in New York City. And that's a lot of lawyers by the way.
