A Rochester man accused of being an ISIS sympathizer planned to kill patrons at a Rochester restaurant/bar on New Year’s Eve, federal authorities allege.

Emanuel L. Lutchman, 25, is charged with providing material support to the Islamic State, the terrorist organization also known as ISIS or ISIL.

He allegedly wanted to kill the patrons of a bar on New Year’s Eve.

“The FBI thwarted Emanuel Lutchman’s intent to kill civilians on New Year’s Eve,” said FBI Special Agent in Charge Adam Cohen.

Lutchman wanted to prove that he was worthy of ISIS participation, and, with an FBI informant, bought a machete, ski masks, zipties, knives and duct tape at a Walmart on Hudson Avenue, according to an affidavit from FBI Special Agent Timothy Klapec.

“According to the (criminal complaint, as part of Emanuel Lutchman’s attempt to provide material support to ISIL, he planned to kill innocent civilians on New Year’s Eve in the name of the terrorist organization,” said U..S Assistant Attorney General John Carlin. “Thankfully, law enforcement was able to intervene and thwart Lutchman’s deadly plans.”

U.S. Attorney William Hochul Jr. said, “This New Year’s Eve prosecution underscores the threat of ISIL even in upstate New York but demonstrates our determination to immediately stop any who would cause harm in its name.”

This is the second ISIS-connected arrest in Rochester in the past 17 months. Mufid Elfgeeh, 32, was arrested last year and accused of recruiting for ISIS.
Elfgeeh also plotted to kill returning American troops, the FBI and federal prosecutors alleged.

Elfgeeh this month pleaded guilty to recruiting two men for ISIS. Under his plea agreement, his sentence would be 22½ years. He is scheduled to be sentenced in March.

THE SUSPECT

-Emanuel L. Lutchman

-He’s a 25-year-old Rochester man

-He’s a self-professed Muslim convert

CRIMINAL HISTORY

-Convicted of 2nd degree robbery in 2006

-He served five years in prison

-He has previous mental hygiene (sic) arrests

HOW THE FBI FOUND OUT

-Through an informant, the FBI learned Lutchman had been in contact online with someone overseas who identified himself as an ISIS member in Syria. Court papers do not identify who this man is.

-Lutchman expressed to this individual he wanted to join ISIS.

-He later showed screen shots of these online communications to an FBI informant.

HIS ALLEGED PLOT

-On Monday, Dec. 28, Lutchman met with an FBI informant and said he wanted to target a restaurant/bar in Rochester on New Year’s Eve.

-Authorities have not identified what that restaurant/bar is.

-Lutchman suggested they could sneak in and plant a pressure cooker bomb inside.

-He also proposed they kidnap and kill people.

-He said they’d need to wear masks during the operation so they wouldn’t get caught.
HOW HE WAS CAUGHT

-On Tuesday, Dec. 29, he went with an FBI informant to the Hudson Ave. Walmart to pick up supplies.

-They purchased two black ski masks, zip ties, two knives, a machete, duct tape, ammonia, and latex gloves.

-Lutchman said he had no funds. The informant paid $40 for the supplies.

-Lutchman confirmed they were going to attack the restaurant/bar they previously agreed on.

-They discussed how they would select and abduct a victim.

HIGHLIGHTS FROM CONVERSATION

Lutchman said: “It’s going to get real after this. It’s just you, me and the Lord. We gotta do this. We gotta do this precise.”

Lutchman also told informant: “If we grab somebody, they can’t live. They may identify the vehicle. They can’t live.”

Lutchman said “the operation is a go. We just gotta do it man. We got the knives, we’ve got the gloves, we got the ammonia, so whatever the case may be.”

ARREST

-He was arrested on Wednesday, Dec. 30.

-We don’t know the circumstances surrounding the arrest.
