For several months there have been struggles with encoding of pages/text on FR, with many browsers/users reporting the presence of those characters and/or standard US characters like apostrophies, quotation marks, etc. being replaced by ‘high ASCII’ characters.
Supposedly the server admins are on it.
They're everywhere, they're everywhere!
Even when you cut & paste from an FR Post which shows proper quotation marks, rather than "gibberish".
It appears that FR got a seriously defective update to their HTML software. Any IT geeks with an idea as to the cause?
I don't know why the show up but they do whenever an apostrophe or quotation marks are used. To avoid them you can Preview your post. It will show the gibberish. Delete the Gibberish and replace with the appropriate marks and it will post properly.
