Yes, leaders in many of these nations are not nice folks, but they also are dealing with factions and radicals that will kill each other in a heartbeat given a chance, so to rule and keep any semblance of a nation state functioning they have to use what the west would consider repressive acts. If they didn’t their nations would fall and collapse in less than a year.
