The night of the massacre, I think I saw four different former law enforcement people say something like, “Before we get to that (Gretchen, Bill, Meghan, Sean), I want to remind everyone that an attack does not equal an intelligence failure.” Whenever you hear people saying that out of the box, you can be certain of one thing—it WAS an intelligence failure.
