Ted Cruz understands what government can and can't do and what is and isn't constitutional.

Notice that he's not criticizing the end Trump has in mind, but he doesn't think that Trump's policy will achieve it or be capable of implementation.

So much of politics involves promising policies that aren't going to work or aren't even going to be put into effect, because of the emotional impact the promises have.
