Clinton Foundation Running Private Equity Fund in Colombia
Washington Free Beacon ^ | November 18, 2015 | Alana Goodman

The Clinton Foundation is operating a $20 million private equity firm in Colombia, raising concerns from government and consumer watchdog groups who say the practice is unusual and could pose a significant conflict of interest.

The Bogota-based company, Fondo Acceso, could also lead to uncomfortable questions for Hillary Clinton as she criticizes the private equity industry on the campaign trail.

Fondo Acceso was founded by Bill Clinton, Mexican billionaire Carlos Slim, and mining magnate Frank Giustra in 2010, financed with a $20 million joint contribution from the Clinton Foundation's Clinton-Giustra Sustainable Growth Initiative and the SLIM Foundation.

According to the firm's Spanish-language website, Fondo Acceso is "a Private Equity Fund that seeks investment opportunities in the small and medium Colombian compan[ies] with the purpose of obtaining economic and social returns."

However, the line between the firm and the Clinton's nonprofit world is hazy. Fondo Acceso is run out of the Clinton Foundation's Bogota office and staffed by foundation employees, a representative at the office told the Washington Free Beacon on Tuesday.

The firm is managed by Carolina Botero, who is also chief financial officer at the Clinton-Giustra Enterprise Partnership. It lists various Clinton Foundation and CGEP officials as directors in its corporate filings. The Clinton Foundation's tax returns list Fondo Acceso as a related corporation in which the foundation holds a 50 percent stake.

I’m sure none of these companies benefited from the Hillary’s position as Secretary of State. The Clintons wouldn’t do that, would they?

Hillary was Secretary of State during much of this period. Conflict of interest? Did she disclose this? Did any of here deleted emails pertain to Colombia? This lady generates more questions with each passing day.

Today is Nov 19. Didn’t the Clinton Foundation have a deadline today file with the IRS? And another wholly-owned subsidiary was supposed to submit amended forms from 2014 this week, too.

I think the thing that really gets me, the thing that the MSM seems to be totally oblivious about, is when stuff like this is uncovered, when the appearance of conflict of interest, if not outright inpropriety, is exposed, the attitude presented by the Clintons is one of disbelief and shock. I mean, there are legitimate questions, prima facie here. Questions that deserve, at the very least, explanations. Legitimate questions from the people whom they propose to govern, and they, very arrogantly, take the stance, of "HOW DARE YOU" even pose these questions?" I mean public servants should be able to explain everything that they do, and if they can't, they should be rejected out of hand.

WIKI Plan Colombia is the name of a United States military and diplomatic aid initiative conceived between 1998-99 by US President Bill Clinton, with the goals of ending the Colombian armed conflict and creating an anti-cocaine strategy.

—Snip—

In 2000, the Clinton administration committed $1.3 billion in foreign aid and up to five hundred military personnel to train local forces. An additional three hundred civilian personnel were allowed to assist in the eradication of coca. This aid was an addition to $330 million of previously approved US aid to Colombia. $818 million was earmarked for 2000, with $256 million for 2001. These appropriations for the plan made Colombia the third largest recipient of foreign aid from the United States at the time.

—SNIP—

As of 2008, the U.S. has provided nearly $1.3 billion to Colombia through Plan Colombia’s nonmilitary aid programs:[46]

Alternative Development (2000-2008 cost: $500 million)

Internally Displaced Persons (2000-2008 cost: $247 million)

Demobilization and Reintegration (2000-2008 cost: $44 million)

Democracy and Human Rights (2000-2008 cost: $158 million)

Promote the Rule of Law (2000-2008 cost: $238 million)

All of the Clinton Foundation donors have faced intense media scrutiny, particularly Canada-based mining mogul Frank Giustra; Giustra is a mega Clinton Foundation donor and personal friend of Bill Clinton, and was scrutinized for business deals that critics said were linked to his donations to the charity. Giustra is a member of Mr. Clinton’s inner circle, joining him on global trips and lending Clinton the use of Giustras private MD-87 jet.

The NYT report WRT the sell-off of strategic US uranium assets noted that the uranium investors also donated to the Clinton Foundation, as follows:

Canadian Frank Giustra—globe-trotting pal of Bill-—donated $31.3 million and a pledge for $100 million more to the Clinton Foundation. Giustra built a company that later merged with Uranium One. Seems to have facilitated the uranium sell-off.

Canadian Ian Telfer—donated $2.35 million to the Clinton Foundation. Mining investor who was chairman of Uranium One when an arm of the Russian government, Rosatom, acquired it.

Paul Reynolds—donated $1 million to $5 million to the Clinton Foundation Adviser on 2007 UrAsia-Uranium One merger. Later helped raise $260 million for the company.

Frank Holmes-—donated $250,000 to $500,000 to the Clinton Foundation. Chief Executive of U.S. Global Investors Inc., which held $4.7 million in Uranium One shares in the first quarter of 2011.

Canadian Neil Woodyer-—Founded Endeavour Mining with Giustra—donated $50,000 to $100,000 to the Clinton Foundation. Adviser to Uranium One.

GMP Securities Ltd.-—Donating portion of profits to the Clinton Foundation. Worked on debt issue that raised $260 million for Uranium One.
