It may have been a modified DF-21 ballistic missile carrying a maneuverable exo-atmospheric impact system, similar to the more advanced versions of the Standard missile carried by certain US Navy ships.

There was a movie a few years back (James Bond/Goldeneye, if I recall correctly), in which someone boasted of having a satellite orbiting at “100 kilometers”.
The lifespan of a satellite orbiting at 100 km is roughly two hours.
Morons.
