Seems awfully close to a highly populated area for testing? That is what that area of the ocean is set up for, with lots of radar for tracking set up along the coast and out on islands. If a missile goes down, it hits ocean, not a town.

Look at a kalifornia map. Vandenberg AFB and Point Mugu are west of the southern kalifornia population centers.
They launch the missiles to the west where they overfly nothing but ocean.
The missiles have a comand destruct package (unique to test missiles only) that destroy the missile if it deviated from a designated safety corridor.

If they do the test during the day, they have to use some spooks and fake websites to convince almost everyone it was a plane. Not a submarine launched missile.
