If Trump is serious about building a border wall, he will have to use massive amounts of eminent domain, because much of the land along the border is privately owned. Every one of those landowners will be entitled under federal law to a jury trial on the issue of just compensation, which means the process will necessarily take decades and cost untold millions.
This would be an improvement.
