You are right. When medical patients records are received, it is understood they are not for public consumption. They are not marked private/confidential. It is understood. I have to believe for Hillary to do her job, most of her correspondence was of such a confidential level she was expected to understand that. Who would think she was so stupid that everything had to be coded for her to comprehend the level of security she needed to abide by??? I imagine simply reading the content of the communication would let her know. Maybe she is that ignorant.
