I got the malware page tonight. it was very weird!

The "strange characters" appear to be possibly related to Microsoft Word's "Smart Quotes" which aren't in the normal character set of the website.

You might want to check a) is the character set mapping of the site correct, and b) is there some conversion going on.

The HTML HEAD section of the main forum page has:

< meta http-equiv="Content-Type" content="text/html; charset=utf-8" / >

which seems reasonable, but I don't know if UTF-8 has the Microsoft Word special quotes.
