I wonder if this is a clever hoax

AFAIK it was not; it was part of a very early comedy. The earliest American films were shot in the NY area; it wasn't until the late [19]-00s that directors planned to go to AZ territory to avoid the patent laws (Edison owned the film-making technique), and ended up in Hollywoodland instead.

There are others done like this, I think by the same people, of sites in Europe as well. They even managed to line up their modern shots of the same places with the original film.

Very beautiful and haunting at the same time.
