Yes, the Bush administration was aware an attack was coming. They were warned many times in advance. It’s simply a fact. It’s not 911 Trutherism, unless you distort Trump’s words to mean “they knew specifically, the day, hour, minute, and method”.

I doubt George Bush would deny that he knew there would be an attack: why is IBD trying to make something out of nothing?
And there are more than enough kooks and frauds ready and willing to twist Trump’s words into a Gordian knot. It has been public knowledge for 10 or more years that there was chatter about an attack known to Fed agencies months before 9/11. They deemed it not actionable. Perhaps. That the admin was lackadaisical about it is not disputed.
To say that terrorists will target the US some day is like saying a major earthquake will strike CA some day. Or like David Stockman always predicting a stock market cash. One day all of these will happen and the people who predicted them will say, see I told you so.
I’m a Cruz supporter (I like Trump and Carson as well), but this is just more sliming of Trump. Tenet did know that intelligence was saying Al Quida was planning an attack, so that means he knew. It doesn’t mean he knew when or how.

Trump never stated that Bush specifically knew the attacks were coming ahead of time nor did he ever embrace the conspiracy theories (that the U.S. government engineered the attacks).
Trump did mention that Bush was president when they occurred and that he did not do all that he could have done to prevent them. Trump is on record as predicting such an attack a year earlier (in one of his books). It is fair to say that if Trump was president at the time and his strict immigration policies were in effect, one can make the case that the attacks could have been prevented - or at least made much more difficult to pull off.
After all, many people state that had Winston Churchill been Prime Minister of England during the 1930s, that WW2 could have been averted. And there is much substance to that as Churchill was constantly speaking out against the appeasement policies of western democracies during that time and had he stood up to Hitler when he reoccupied the Rhineland, Hitler would have backed down and likely been deposed by his own people.

What Trump told CNN doesn't actually contradict the "fact check gotcha" that IBD thinks they've successfully used.
Trump said that the CIA knew in advance that there would be an attack. Tenet's CIA told President Bush that al-Qaeda was planning attacks. Ergo, Bush and Tenet both knew that the likelihood of an attack was very, very high.
Note - despite the way the article tries to make it sound, Trump didn't actually specifically say there would be an attack on Sept. 11, or in New York City, or on the Twin Towers, or anything else. He merely said, "an attack." In this, he was 100% correct.
So, from one comment that was 100% correct, IBD spins it into "Trump supports 9-11 conspiracy theories!!11!1eleventy!11"

Everybody back then knew there was going to be an attack, “it’s only a matter of time”. We had the WTC bombing, the USS Cole attack, the Marine barracks, an attack was expected. That is a HELL of lot different than “Bush knowing of the Sept. 11th attacks in advance”. Nowhere in this article does it directly quote Trump saying that, but of course leave it to the media to twist things.
THIS IS ALL A DISTRACTION! Trump is using these and other issues to keep minds off the real issues. We are all here arguing about 9/11 and not discussing the national debt, ISIS, the Muslim invasion of Europe and areas where The Narcissistic One is all show and no substance.

Not really a “truther” thing at all. Tenant and Trump both predicted there would be an attack somewhere, but neither predicted the where and when. That’s a few light years away from either knowing and predicting there would be the 9/11 attacks and where. The Clinton security was so sloppy before 9/11 that it was perfectly reasonable for a genuine patrot to say, on that basis, and knowledge of what had been done before, that there would be another, far worse attack than before. Bush’s error was in allowing the sloppy Clinton security procedures to remain in place, thereby partially enabling the attacks. This article deliberately twists what Trump and Tenant said to make them sound like Michael Moore, which neither is.
