The Senate's parliamentarian has told GOP Senate staffers she is skeptical that Obamacare can be repealed outright without at least 60 votes in that chamber, according to an analyst at a conservative think tank who has spoken to staffers. That's because 60 votes are necessary to overcome a filibuster, and because the parliamentarian has indicated she believes repeal would have to come from a bill, which can be filibustered. Some Obamacare opponents have called for the law to repealed through so-called reconciliation, a special budgetary procedure that requires only a simple majority of senators to pass.
The GOP currently holds 54 Senate seats. Few, if any, analysts are predicting the Republicans will pick up six more seats in 2016, since the GOP will be defending 24 seats, 14 more than Democrats.
"In my mind, it's impossible to get a 60-vote coalition" to kill Obamacare, said health insurance expert Robert Laszewski, who operates Health Policy and Strategy Associates in Virginia.

Obama Just Signed His 10th Bill Repealing (Parts Of) ObamaCare
Sixty votes? No problemo. WWHRD?
The illegals who lose their ObamaCare when it is repealed can use their Obama-Phones to call 1-800-GO-HOME.
All it would take is someone reciting the astonishing failure and waste of Obamacare so vociferously that even the mainstream media will cover it, and even the GOPe and most of the Democrats won’t want to be associated with it. Trump could do that without breaking a sweat.
Well, if past history is any indication, to change it we’ll need 100% of the House, 100% of the Senate, the Presidency, and every single one of the Alzheimer’s Supreme Court.
That's the goal, anyways.
Excuse me? Didn’t Dingy Harry use the budget reconciliation process in order get around the 60 vote requirement when Obamacare was enacted? Why can’t we repeal it the same way?
Most people have forgotten how our Government works, so here's a quick refresher course:
Obamacare was ruled to be a TAX by the (corrupt) US Supreme Court.
The implementation of, or repeal of Taxes requires nothing more than a simple majority in both chambers of Congress.
That's 51 Senators, 218 Representatives to vote to repeal Obamacare.
That's it.
Once the House and Senate vote to repeal, the President (presumably a willing, Republican President) simply signs the bill that comes to his desk and Obamacare is history.
Now, that's how it's SUPPOSED to work. As I always say, never underestimate the ability of the STUPID Party (that's Republicans...) to snatch defeat from the jaws of victory.
We saw them do just that with TPP in which McConnell and Boehner FOOLISHLY bargained away their Constitutional duties and set an artificially HIGH barrier, requiring more votes than necessary, to stop TPP.
What's clear to me is that this Congress just doesn't want to do its job and take the hard votes. I'd like to say a Republican President with this Congress would get rid of Obamacare, but I doubt it. They're just too f***ing stupid.
Just use an executive order or tell everyone that the DOJ will not enforce the law
My gosh, this was rammed through via reconciliation of a gutted then refilled bill with lies and bribes.
And they’re saying it can’t be repealed?
Pffffffttttt
Unless people throw out the weasels, the Democrat in R jersey Senators, you’ll probably need more than 60
But that point is moot because the Republicans are not going to win the White House. They will not win because in the last four years they have done nothing to stop Democrat vote fraud. By 2016 there will be millions of illegals voting. During the early voting period, the Democrats will have squads of voters going from precinct to precinct voting Democrat for as long as the precincts remain open. Plus the usual absentee ballots. 999 out of every thousand, and probably a thousand of everyone on welfare will vote at least one time for the Democrat. Most of the young will vote Democrat because they believe the media's lies. Most college students will vote Democrat because they believe the propaganda that their professors taught them.
All that you need is 51 Senators that are willing to invoke the Reid Rule and unilaterally change the filibuster rules.
The GOP-E deserves to lose.
The dirty little secret is that the Republican establishment fully supports most of its provisions.
Republicans long ago - rino/gop-er leadershp, already said they would not fight it.
It will not be fought against. Not by who is currently in congress running sh1t.
And lose they will. The morning after the election, moving vans will clog 1-95 for weeks.
I suppose it had 60 votes to pass it.
Not.
